Best approach to make scale-fitting road surface?

I've been inspired by the natural light work for the Elgin Park project that Michael Paul Smith has been doing, and want to take a stab myself with some of my models.

In my research I've found a few good tutorials/instructions on doing this, but wanted to see if anyone else has had success creating something that has a texture which photographs well.

I am planning on trying out drywall covered with a light dusting of grout and then painted, but I've seen othe dioramas done well with cork, plaster of paris, and a few other brand-specific things like Tamiya and Rustoleum textured paints.

Anyone tried this with great success?
