Sure is! You never built models before? Waterslide decals are easy and as long as you keep it wet before it dries you can move it around on whatever surface you're applying it too. Always be patient when its first sitting in water and let it remove itself from the paper.

There are also products out there to help you with working with waterslides, such as MicroSet and MicroSol. Check out this video:

The video you posted pretty much covers what is required although I generally don't completely submerge my decals and after about 15 seconds in the water I remove them and put them on a cloth - usually my pants leg - to let them loosen up.
